Supreme Court Justice Stephen Breyer presided over a panel of circuit judges in reconsidering the landmark Cooper v. Aaron decision at a conference hosted by the Charles Hamilton Houston Institute for Race and Justice at Harvard Law School. The decision was made four years after the historic 1954 Brown v. Board of Education decision and held that states were required to desegregate their public schools.
