While other states, even the most conservative states, are recognizing the U.S. folly of mass incarceration, Massachusetts is ramping up its criminal punishment system. The recently passed “three strikes” and omnibus crime bills (H3818, S2059) are a case in point. These bills, if enacted, would dramatically increase the cost of incarceration without making our communities any safer. |
