BUILDING CLEANING SERVICES AT AUTHORITY TERMINALS AND FACILITIES AT LOGAN INTERNATIONAL AIRPORT, EAST BOSTON

NOTICE

REQUEST FOR QUALIFICATIONS FOR BUILDING CLEANING SERVICES

The MASSACHUSETTS PORT AUTHORITY (“THE AUTHORITY”) is requesting qualification statements for BUILDING CLEANING SERVICES AT AUTHORITY TERMINALS AND FACILITIES AT LOGAN INTERNATIONAL AIRPORT, EAST BOSTON, MASSACHUSETTS (“LOGAN”). The Authority is working with Elliott Affiliates Ltd. to facilitate a Building Cleaning Services procurement. Applicants must have demonstrable experience in cleaning operations of similar facilities in terms of scale and complexity.

The scope of work shall include cleaning services at Terminals A, B, C, and E at Logan International Airport as well as other facilities and buildings located at Logan International Airport totaling over 1.8 million square feet. The contract is a prevailing wage contract as specified under M.G.L. c. 149, s. 27H. Proposals shall comply with the minimum wage requirements as determined by the Massa¬chusetts Department of Labor and Workforce Development, Department of Labor Standards.

This procurement process is qualifications based and will consist of a two phase selection process: Phase I – a qualifications review and shortlist of contractors; and Phase II – shortlisted contractors will be invited to submit a detailed proposal for evaluation and selection by the Authority. Subject to Authority approval, the top-ranked contractor at the end of Phase II may be invited to enter into a contract with the Authority for the building cleaning services described.

A Request for Qualifications/Capabilities Assessment (RFQ) will be utilized to prequalify and shortlist contractors capable and experienced in the described scope of work. As part of the RFQ process, contractors must complete the contractor “Capabilities Assessment”. Only those contractors deemed qualified by the Authority will be invited to submit a proposal in response to a detailed Request for Proposal (RFP), which will be issued in Phase II of the procurement process.

The RFQ/Capabilities Assessment will be available to interested parties beginning Wednesday January 17, 2018, by contacting Bob House, Outsourcing Manager, Elliott Affiliates Ltd, at bhouse@ealtd.com. Completed responses to the RFQ/Capabilities Assessment will be due by way of online submission Wednesday, February 7th, 2018 by no later than 5:00 P.M. (Eastern Standard Time).

A Project Briefing and Site Visit will be held for shortlisted contractors selected to submit a Proposal as part of the RFP process on Wednesday, March 28, 2018 in the Authority’s Briefing Room, 300 Terminal C, Boston Logan International Airport, East Boston, MA, 02128. Attendance at the briefing is mandatory for shortlisted contractors.
