Contractors for the 2nd Elevator Initiative: Elderly 667-3 Development for the North Attleborough Housing Authority

The North Attleborough Housing Authority, the Awarding Authority, invites sealed bids from Contractors for the 2nd Elevator Initiative: Elderly 667-3 Development for the North Attleborough Housing Authority in North Attleborough, Massachusetts, in accordance with the documents prepared by Livermore Edwards and Associates.

The Project consists of: The installation of a new elevator and the reconditioning of an existing elevator in an existing occupied 6 story elderly housing building. The work includes associated plumbing, HVAC, Electrical work including the replacement of an existing emergency generator.

The work is estimated to cost $ 1,183,412.

Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive.

General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the category of General Contractor.

General Bids will be received until 2:00 PM Thursday, January28, 2021 and publicly opened, forthwith.

Filed sub-bids for the trades listed below will be received until Time, 2:00 PM Thursday, January 14, 2021 and opened forthwith.

Filed sub-bidders must be DCAMM certified for the trades listed below and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and a signed DCAMM Sub-Bidder’s Update Statement.

General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the North Attleborough Housing Authority.

All plan holders must have an active online account on www.Projectdog.com to acquire documents, receive project notifications, and to submit bids electronically. Documents may also be viewed, but not removed, from the offices of Projectdog Inc., 18 Graf Road – Unit 8, Newburyport, MA 01950, Monday – Friday, 8:30 a.m. to 5:00 p.m.

Bidders may obtain one (1) full paper bid set for a refundable deposit of $100.00 in the form of certified check or money order payable to Projectdog Inc. Bid sets may be mailed for a non-refundable shipping & handling fee of $25.00 also payable to Projectdog Inc. Send request with check(s) to Projectdog Inc., 18 Graf Road – Unit 8, Newburyport, MA 01950. Alternatively, bid sets may be picked up at the offices of Projectdog Inc., Monday through Friday from 8:30 a.m. to 5:00 p.m. – please call ahead for availability. The full amount of the deposit will be refunded to all responsive Bidders who return the documents in good condition within ten (10) days post-bid. Otherwise, the deposit shall become the property of Projectdog Inc.

Bid Security

Bid Security shall be at least five percent (5%) of the greatest possible bid amount, considering all alternates. The Bid Security in the form of a Bid Bond shall be:

a) with a surety company qualified to do business in the Commonwealth of Massachusetts and satisfactory to Owner;

b) conditional upon the faithful performance by the principal of the agreements contained in the Bid; and

c) submitted with your E-Bid online at www.Projectdog.com.

Bid Security in the form of cash, or a certified check, treasurer’s or cashier’s check issued by a responsible bank or trust company and made payable to the Owner must be submitted with a completed Cash Bid Bond Affidavit form and received by the Owner before the time of bidding. Addenda

Addenda, if issued, will be posted to the Projectdog website and shall be accompanied by e-mail notification to every individual or firm on record as having received the Contract Documents.

Withdrawal of Bids (Before Opening of Bids)

Any bid may be withdrawn (retracted) prior to the designated deadline by selecting “Retract My E-Bid” from the project’s E-Bidding page. Upon retracting, the Bidder will receive a convenience e-mail for informational purposes only. It is the Bidder’s responsibility to review and confirm online that their bid has been retracted successfully.

General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation benchmark reserved for such enterprises shall not be less than 10.4% of the final contract price including accepted alternates. Request for waivers must be sent to DHCD (david.mcclave@mass.gov) 5 calendar days prior to the General Bid date if the work is estimated to cost less than $500,000 OR 10 calendar days prior to the General Bid date if the work is estimated to cost $500,000 or more – NO WAIVERS WILL BE GRANTED AFTER THE BID DATE.
