NOTICE TO CONTRACTORS

INVITATION TO BID for the project entitled Electrical Service Installation and Upgrade at Boston Ship Repair, LLC.

Boston Ship Repair, LLC (BSR), hereinafter referred to as the Owner, hereby invites sealed competitive bids for the above-entitled project. Bids shall be on the form supplied by the Owner, shall be clearly identified as a bid, and must include the required bid deposit and certifications. All bids for this project are subject to applicable provisions of M.G.L. c.30, §39M and other relevant Massachusetts General Laws and shall be in accordance with the terms and provisions of the contract documents. The lowest responsible and eligible bidder will be awarded the contract to perform the scope of work set forth in the bid documents, including any addenda. BSR reserves the right to reject any or all bids or to waive any and all minor informalities.

SCOPE OF WORK: The The work includes the design, engineering, and permitting of new electrical service infrastructure extending from an existing utility transformer panel to four designated buildings on the Boston Ship Repair facility site: the Quonset Hut, Shipping and Receiving Shop, Security Container, and Hull Shop.

The work also includes procurement and installation of all associated electrical infrastructure, including but not limited to conduits, conductors, breakers, panels, and step-down transformers. Electrical outfitting within the Hull Shop includes the installation of light fixtures, overhead fans, exhaust ventilation systems, and a variety of receptacles as specified in the contract documents.

Additional responsibilities include full testing, commissioning, and verification of system performance in accordance with Massachusetts and NEC electrical codes, and the delivery of complete as-built drawings and compliance documentation.

START OF CONSTRUCTION: The Contractor shall be aware that Notice to Proceed does not constitute immediate access to begin construction. The anticipated start of construction is in the summer of 2025.

TIME AND PLACE FOR FILING BIDS: General bids shall be filed with the Owner via mail to 32a Drydock Avenue, Boston, MA 02210, email to electrical@nashiprepair.com with the subject line of “Electrical Generator”, or delivered to: Boston Ship Repair, LLC, Attn: Electrical Generator Project, 32a Drydock Ave, Boston, MA 02210, on or before 7:00 PM on Wednesday, July 9, 2025 at which time no more bids will be accepted. Bids will be opened forthwith and read aloud during a visual online meeting at 1:00 PM on Thursday, July 10, 2025. A meeting invite and link will be provided prior to the Bid Opening.

All bidders are hereby notified that bid deposits must accompany the filed bid, must be a minimum of five percent (5%) of his or her bid and shall be in the form of a bid bond, certified check, cashier’s check, or treasurer’s check made payable to BSR. All bids which are not accompanied by the proper bid deposit or certification, or which are on a form not completely filled in or which are incomplete, conditional or obscure, or which contain any additions or deductions not called for, shall be invalid.

CONTRACT DOCUMENTS: Bid documents, including plans, specifications, and appendices, are available upon request via email at electrical@nashiprepair.com with the subject “Electrical Generator – Inquiry”. Include your company name, contact person, address, phone, and email. No questions will be accepted after June 26, 2025 at 11:59 AM.

All bidders are advised to carefully review the contract provisions related to bonds, insurance, permits, project schedule, liquidated damages, and applicable wage requirements.

Compliance with the Massachusetts Prevailing Wage Law is mandatory. Bidders must adhere to the wage rates stipulated in the contract documents and ensure that no employee is paid less than the established minimums.

Contractors are required to meet the standards outlined in the Boston Resident Jobs Policy (BRJP), including workforce participation goals for Boston residents, people of color, and women, as detailed in the contract forms.

In accordance with An Ordinance Regulating Employers on Public Construction Contracts, all bidders must participate in a certified Apprenticeship Program, and submit a valid Sponsor Verification Form as supporting documentation.

In addition, bidders must comply with the Labor Harmony Clause, ensuring harmonious labor relations throughout the duration of the project.

The project is also subject to inspection and emissions certification by the Massachusetts Department of Environmental Protection (MADEP). The successful bidder must provide documentation verifying compliance with all MADEP standards and emissions performance requirements.

Attention is further directed to the Notice to Bidders, the General Bid Form, and the prohibition against unbalanced bidding practices, including abnormally high or low prices for any item of work. Bids may be held by the awarding authority for a period not to exceed thirty (30) business days following the bid opening for review and qualification purposes.

The Owner reserves the right to reject any or all bids or waive minor informalities if deemed in the public interest.
