Field Renovation of the Brooke Charter School

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED.

The Brooke Charter School in Mattapan, Massachusetts, acting through its Board of Directors, the Awarding Authority, invites sealed bids for the Field Renovation of the Brooke Charter School – Mattapan located at 150 American Legion Highway, Mattapan, MA 02124, in accordance with Contract Documents prepared by Lemon Brooke Landscape Architecture, LLC, 31 Oxbox Rd, Concord, MA 01742.

All bids for this Project are subject to the provisions of Massachusetts General Laws, M.G.L c. 30, § 39M. The contract will be awarded to the “lowest responsible and eligible bidder.” Qualifications to determine a bidder’s “responsibility” include but are not limited to the following: quality, economic value, timely performance, ability to meet M/WBE goals (combined 10.4%) the procurement and use of recycled products and environmentally preferable products and services, minimum administrative burden, expediency, and the continuing participation of quality contractors.

General Bids will be received until 3:00 P.M., on Thursday, April 22, 2021 and publicly opened, forthwith online.

A non-mandatory pre-bid conference will be held on Tuesday, April 6, 2021 at 4:30 PM local time at the Brooke Charter School – Mattapan, 150 American Legion Highway, Mattapan, MA 02124.

The estimated construction cost for this project is $1,000,000.00.

Every General Bid and every Filed Sub-Bid shall be accompanied by a bid deposit, in an amount not less than five percent (5%) of the greatest possible bid amount (considering all alternates), in the form of a bid bond in a form satisfactory to the Brooke Charter School, with a surety company qualified to do business in the Commonwealth of Massachusetts, and conditioned upon the faithful performance by the principal of the agreements contained in the respective general bid, and made payable to the Brooke Charter School.

Contract Documents will be available after 9:00 AM on April 5, 2021.

A pre-bid conference will be held on April 6, 2021 at 4:30 PM at Brooke Mattapan School, 150 American Legion Hwy, Mattapan, MA. Each bidder is advised to visit the site of the proposed work, become fully acquainted with conditions as they exist, and thoroughly examine the Contract Documents. Failure of any bidder to visit the site and to examine the Contract Documents shall in no way relieve the bidder from any obligation with regard to the bid as submitted.

The successful General Bidder will be required to provide a performance bond, and a labor and materials payment bond, issued by a company authorized to do business in Massachusetts and satisfactory to the Awarding Authority, each bond being in the amount of 100 percent of the Contract Amount.

The minimum wages to be paid for all labor on the project are established in a schedule issued by the Commissioner of Labor and Industries, in accordance with Section 26A – 27D inclusive, of Chapter 149 of the M.G.L., as amended, said schedule being made a part of the Contract Documents and is included therein.

Materials, equipment and supplies to be used on this project are exempt from sales tax to the extent provided by M.G.L. Chapter 64H, Section 6(f).

The bidder agrees that its bid shall be good and may not be withdrawn for a period of 45 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.

The Brooke Charter School reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Brooke Charter School.
