Request for Proposals for the leasing and redevelopment of
20 & 22 Drydock Avenue in the Raymond L. Flynn Marine Park,
South Boston

The Economic Development and Industrial Corporation of Boston (“EDIC”), doing business as the Boston Planning & Development Agency (“BPDA”), conducts dispositions of EDIC-owned properties to encourage redevelopment and economic development in the City of Boston. This Request for Proposals (“RFP”) offers qualified developers an opportunity to submit proposals for the redevelopment and ground lease of Parcels G, H and H1 (the “Leased Premises”), located at unnumbered, 20 and 22 Drydock Avenue in the Raymond L. Flynn Marine Park (“RLFMP”) in South Boston, Massachusetts for the purpose of: (1) enhancing its potential uses and value in a manner consistent with the zoning and other regulatory standards that define the uses of the Leased Premises; and (2) capturing the opportunities presented by the 2017 RLFMP Master Plan Update. The Leased Premises consists of land area of approximately 79,938 square feet, with a two-story building thereon of approximately 24,898 square feet (20 Drydock Avenue, Parcel H1), and a three-story building thereon containing approximately 35,926 square feet (22 Drydock Avenue, Parcel H). The eastern part of the site is paved and currently provides limited surface parking for the 22 Drydock building. The Leased Premises also includes a vacant land parcel (Parcel G) and a driveway pass through that runs from Drydock Avenue to Northern Avenue between the two buildings. The Leased Premises is trapezoidal in shape, with frontage on three public roadways: Drydock Avenue to the south, Tide Street to the east, and Northern Avenue to the north. It is bordered to the west by the EDIC-owned parking garage at 14 Drydock Avenue. Since the Leased Premises are comprised of both marine industrial and general industrial uses, its allowed uses could include a marine industrial use that remains an important part of the RLFMP, along with other potential uses such as high-tech manufacturing, life sciences, research and development, aquaculture and general manufacturing. The BPDA expects a ground lease price per year at project stabilization of at least $11.25 per gross square foot of floor area constructed. The Leased Premises are being offered as is, without warranty of any kind, express or implied. If concerned about the Leased Premises’ condition, legal or physical access and the maintenance thereof, property lines or boundaries or any other matter affecting the Leased Premises, prospective developers should investigate and conduct whatever due diligence and inspection deemed necessary. The RFP package will be available on the BPDA Procurement Portal at http://www.bostonplans.org/work-with-us/procurement beginning April 28, 2021. Completed proposal applications must be submitted as instructed and returned directly to the BPDA, Municipal Services Desk, 12 Channel Street 1st Floor, South Boston by July 14, 2021 no later than 12:00 PM. Late proposals will not be accepted. A fee of $10,000.00 is payable upon submission of proposals, and is refundable for those proponents not selected.
