NOTICE TO BIDDERS

Electronic proposals for the following project will be received through the internet using Bid Express until the date and time stated below, and will be posted on www.bidx.com forthwith after the bid submission deadline. No paper copies of bids will be accepted. Bidders must have a valid digital ID issued by the Authority in order to bid on projects. Bidders need to apply for a digital ID with Bid Express at least 14 days prior to a scheduled bid opening date.

Electronic bids for MBTA Contract No. P02CN09, – System Wide Duct Bank Replacement – Phase 1 – Boston, Massachusetts (CLASS 1 – GENERAL TRANSIT CONSTRUCTION $5,000,000, CLASS 2 – GRADING, DRAINAGE & SITE DEVELOP0MENT $10,000,000 AND PROJECT VALUE $14,844,045), can be submitted at www.bidx.com until two o’clock (2:00 p.m.) on Wednesday, May 29, 2019. Immediately thereafter, in a designated room, the Bids will be opened and read publicly.

Work consists of the replacement of damaged duct banks carrying AC and DC power cables at West Fourth Street, Dudley Square, Arlington Street, Commonwealth Ave. at Lake Street, Commonwealth Ave. at Washington Street (wiring only), Beacon Street at Washington Street, Beacon Street at Marion Street and Beacon Street at Charles Street, Boston Massachusetts. The work includes excavation, demolition, placing conduits in varying configurations to form the duct banks, concreate encasement, precast or cast-in-place concrete manholes, rebuilding or enlarging existing brick manholes, backfill and surface restoration, including roadway paving and sidewalk reconstruction, supplying power cables as specified, installing power cables in conduits and splicing power cables at manholes. Work is in close proximity to the light rail tracks at four locations and the heavy rail tracks at one location as shown on the drawings. There is potential to foul the tracks at these locations.

Bidders’ attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti-Discrimination, and Affirmative Action Program in the specifications. In addition, pursuant to the requirements of Appendix 3, Disadvantaged Business Enterprise (DBE) Participation Provision, Bidders must submit an assurance with their Bids that they will make sufficient and reasonable efforts to meet the stated DBE goal of 14 percent.
