SOLICITATION FOR DISADVANTAGED BUSINESS ENTERPRISE (DBE)
PERFORMANCE MANAGEMENT SERVICES
MBTA CONTRACT NO. Z96PS17
REQUEST FOR LETTER OF INTEREST
This is a Request For Letters of Interest (RFLOI) Disadvantage Business Enterprise (DBE) Performance Management Services to provide detailed DBE oversight of selected federally funded Professional Services (A&E) Contracts and Federally funded Construction contracts. The duration of this contract will be one (1) year.
The scope of services include, but are not limited to the following:
- Provide annual DBE strategy and planning services to ensure DBE goals on MBTA projects are fair and reasonable and follow established procedures.
- Complete estimates for specific project related DBE goals for the 2020 and 2021 program.
- Provide timely and accurate DBE reporting of information to the FTA.
- Provide oversight monitor DBE participation vs. the goals set in the program.
- Provide support to increase ready, willing and able DBE firms certified to do MBTA work.
- Provide DBE training for newly hired MBTA DBE support staff as well as project staff with project management oversight responsibilities.
- Provide training and DBE transfer of knowledge and expertise to the MBTA leadership.
This project is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is twenty-five percent (25%) of the total amount authorized for federally funded contracts. In addition, the Authority strongly encourages the use of Minority, Women-Owned and Disadvantaged Business Enterprises as prime consultants, sub-consultants or as a Joint Venture opportunity.
