SOLICITATION FOR ENGINEERING SERVICES

FOR INSPECTION & RATING OF MBTA TUNNELS SYSTEMWIDE

MBTA CONTRACTS Nos. Y92PS07, Y92PS08, Y92PS09 & Y92PS10

REQUEST FOR QUALIFICATIONS

The Massachusetts Bay Transportation Authority is soliciting Engineering Services (ES) for the Inspection and Rating of the Authority’s System-wide Transit Tunnels comprising of the Orange Line, Blue Line, Red Line, Green Line and the abandoned tunnels on these lines.

The Scope of Services includes, but is not limited to: interagency coordination, coordination with MBTA Engineering & Maintenance, coordination with Subway Operations, review of existing tunnel inspection reports, review of drawings and maintenance records for both the operational and functional elements of the tunnels, research and data gathering, conducting inspection and rating of tunnel elements, load rating of tunnel elements (where applicable), identifying and reporting critical elements during inspection, initial inventory tunnel inspection, routine all items inspection, special member/overhead inspection, damage/emergency inspection, inspection of the abandoned transit tunnels, reporting on critical findings encountered during inspections, input of tunnel condition and rating reports in 4D format consistent with the reporting requirements for the National Transit Database (NTD) and MBTA Trapeze Asset Management Database, submission of tunnel inspection reports with recommendations, submission of tunnel load rating reports with recommendations and providing limited structural repair design to support tunnel repairs.

Up to four (4) consultant contracts may be awarded and will utilize federal and non-federal funds. The DBE Participation Goal per contract is seventeen percent (17%) of the total amount authorized for federally funded projects. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants and suppliers in all of its contracting opportunities.
