LEGAL NOTICE
REQUEST FOR QUALIFICATIONS
The MASSACHUSETTS PORT AUTHORITY (“Authority” or “Massport”) is soliciting consulting services for MPA CONTRACT NO. L1662 BOSTON LOGAN INTERNATIONAL AIRPORT RESIDENTIAL SOUND INSULATION PROGRAM. The Authority is seeking qualified multidiscipline consulting firms or teams, with proven experience to provide professional services relative to the implementation of the Residential Sound Insulation Program (“RSIP”) including community outreach, residential qualification assessments, acoustical testing, planning, design, construction related services and residential inspections. The scope of work of this RFQ includes but is not limited to the identification of residential properties within the 2020 Noise Exposure Map (“NEM”) for Boston Logan International Airport (the “Airport”) and surrounding communities, conducting a community outreach survey, assessing pre-qualification and acoustical testing of those properties, developing the design bid-package and providing construction administration services. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner.
The consultant shall demonstrate experience in several disciplines including but not limited to Architectural, Community Outreach, acoustical testing, Mechanical, Electrical, Code Consulting, Cost Estimating, airport RSIP programs and FAA guidance and requirements.
The contract is expected to have a term of five (5) years, will be work order based, and the Consultant’s fee for each work order shall be negotiated; however, the total not to exceed amount of the contract shall not exceed One Million Dollars ($1,000,000).

In recognition of the unique nature of the project and the services required to support it, the Authority has scheduled a Consultant Briefing, which will be conducted by way of virtual video conference at 9:00AM on Wednesday April 13, 2022. At this session, an overview of the project will be provided, the services requested by the Authority will be described, and questions will be answered.
By responding to this solicitation, consultants agree to accept the terms and conditions of Massport’s standard work order agreement. A copy of the Authority’s standard agreement can be found on the Authority’s web page at http://www.massport.com/massport/business/capital-improvements/important-documents/. Consultant shall specify in its cover letter that it has the ability to obtain requisite insurance coverage.
