REQUEST FOR QUALIFICATIONS

CONSTRUCTION MANAGEMENT AT RISK SERVICES

The MASSACHUSETTS PORT AUTHORITY (Massport) is soliciting Construction Management at Risk Services for MPA PROJECT NO. L1429-C2 TERMINAL C OPTIMIZATION AND TERMINAL C TO TERMINAL B CONNECTOR (the project). In accordance with Massachusetts General Laws, Chapter 149A, Sections 1 thru 13, Massport is seeking a highly qualified and competent Construction Manager (CM) to provide preconstruction services and implement the construction of the Project in accordance with an agreement where the basis for payment is the cost of the work plus a fee with a negotiated guaranteed maximum price. This Request for Qualifications (RFQ) is being utilized to prequalify and shortlist CM firms who will be invited to submit proposals in response to a Request for Proposals (RFP) to be issued by Massport.

Terminal C Optimization and Terminal C to Terminal B Connector Project will provide a complete post security connection from Terminal C Pier C, at gate C25 through to Terminal B Pier A, at gate B38 and includes renovations to existing building structures, a building addition, as well as demolition of existing Old Tower building. The project will provide pre and post security passenger amenities and reconfigured additional space for facility, operations, and administration services. Modifications to existing passenger hold rooms, and existing gates are required, as well as reconfiguration and upgrades of existing Terminal C main passenger check point. Early enabling projects are required to relocate facility operations and administration services prior to Old Tower building demolition.

Construction of new post security connection passenger amenity space will require careful phasing to ensure airline operations will not be interrupted in order to enable the continuous use of Terminal C gates C27 and Cape Airline access, as well as Terminal B gate B38.

A Supplemental Information Package which will provide more details on the scope of the Project as well as the selection process and evaluation criteria shall be available as of WEDNESDAY, AUGUST 8, 2018 on MassPort website, http://www.massport.com/massport/business/bids-opportunities/capital-bids as an attachment to the original Legal Notice, on CommBuys (www.commbuys.com) in the listings for this project or by contacting Susan Brace by email at sbrace@massport.com.

In addition, a Project Briefing shall be held in the Capital Programs Department, Logan Office Center, One Harborside Drive, Logan International Airport, East Boston, MA on MONDAY, AUGUST 13, 2018, 11:00 AM . The briefing is not mandatory, but highly recommended.

D.Eng., Director of Capital Programs and Environmental Affairs and received in the Capital Programs Department no later than 12:00 Noon on THURSDAY, SEPTEMBER 6, 2018 at the Massachusetts Port Authority, Capital Programs Department, Logan Office Center, One Harborside Drive, Suite 209S, Logan International Airport, East Boston, MA 02128-2909.
