REQUEST FOR QUALIFICATIONS

CONSTRUCTION MANAGEMENT AT RISK SERVICES

The MASSACHUSETTS PORT AUTHORITY (Massport) is soliciting Construction Management at Risk Services for MPA PROJECT NO. L1629, LOGAN EXPRESS PARKING FACILITY EXPANSION, FRAMINGHAM, MA (the project). In accordance with Massachusetts General Laws, Chapter 149A, Sections 1 thru 13, Massport is seeking a highly qualified and competent Construction Manager (CM) to provide preconstruction services and implement the construction of the Project in accordance with an agreement where the basis for payment is the cost of the work plus a fee with a negotiated guaranteed maximum price. This Request for Qualifications (RFQ) is being utilized to prequalify and shortlist CM firms who will be invited to submit proposals in response to a Request for Proposals (RFP) to be issued by Massport.

The proposed project includes construction of three new elevated levels of parking above the existing roof level; extension of the existing stairs and elevators; two new passenger elevators; renovations to the interior of the passenger terminal building; extension of the existing building systems; general site restoration, construction phasing and sequencing, security, and solar PY. In addition to the construction services, the CM shall also provide Preconstruction Services which shall include, but are not limited to, Target Value Delivery, cost estimating, scheduling, participation in design and constructability workshops, crane access, phasing and logistics, Last Planner™ System, and support in the preparation of trade packages. The CM shall be expected to work closely with Massport’s team including its Project Manager and design team in order to effectively implement the project.

A Supplemental Information Package which will provide more details on the scope of the Project as well as the selection process and evaluation criteria shall be available as of Wednesday, November 27, 2019 on Massport website, http://www.massport.com/massport/business/bids-opportunities/capital-bids as an attachment to the original Legal Notice, on CommBuys (www.commbuys.com) in the listings for this project or by contacting Susan Brace by email at sbrace@massport.com.

In addition, a Project Briefing shall be held in the Capital Programs Department, Logan Office Center, One Harborside Drive, Logan International Airport, East Boston, MA on Tuesday, December 10, 2019 at 3:00 PM. The briefing is not mandatory.

Responses shall be addressed to Houssam H. Sleiman, PE, CCM, FCMAA, NAC, Hon. D.Eng., Director of Capital Programs and Environmental Affairs and received in the Capital Programs Department no later than 12:00 Noon on Thursday, January 9, 2020 at the Massachusetts Port Authority, Capital Programs Department, Logan Office Center, One Harborside Drive, Suite 209S, Logan International Airport, East Boston, MA 02128-2909.
