REQUEST FOR LETTER OF INTEREST

DESIGN BUILD

The MASSACHUSETTS PORT AUTHORITY (MPA) is soliciting Letters of Interest from parties interested in obtaining a Request for Qualification (RFQ) Package for MPA PROJECT NO. L1633 DESIGN-BUILD RUNWAY 27 SAFETY AREA IMPROVEMENTS, LOGAN INTERNATIONAL AIRPORT, EAST BOSTON, MA (the project). In accordance with Massachusetts General Laws, Chapter 149A, Sections 14 thru 21 Design Build Procurement, Massport is seeking a highly qualified and competent Design Build Entity (DB) to provide preconstruction/design services and implement the construction of the Project.

The scope of work includes the design and construction of improvements to the Runway Safety Area (RSA) at the Runway 27 end at Boston-Logan International Airport. The project consists of an approximately 650-foot-long RSA with an Engineered Materials Arresting System (EMAS) on a 306-foot-wide deck, which is proposed to be constructed on a maximum of 326 twenty-inch square piles. Other work included in the project may involve permitting, survey, geotechnical, electrical, general site work, drainage, construction phasing and other incidental items.

The proposed construction cost is estimated at $115,000,000.

Construction is anticipated to start Summer 2025 and be completed by Fall 2026 over two pre-determined 60 calendar day windows each year.

This project is expected to receive funding through the FAA Airport Improvement Program (AIP) and Bi-Partisan Infrastructure Law – Airport Infrastructure Grant (BIL-AIG) program. The Design-Build entity will be expected to comply with the Federal contract requirements that will be included in the RFQ for Massport to receive this funding, including, but not limited to, Disadvantaged Business Enterprise (DBE) Participation, and Buy American participation.

Responses shall be addressed to Luciana Burdi, AIA, CCM, MCPPO, Director of Capital Programs and Environmental Affairs and no later than 12:00 Noon Local Time on WEDNESDAY JANUARY 31, 2024 via Bid Express https://www.bidexpress.com/businesses/27137/home.

The RFQ package is anticipated to be released in FEBRUARY, 2024 to all parties submitting a Letter of Interest by the above date and time. The Letter of Interest must contain a contact name, telephone number and email address for the appropriate contact(s).

This Design/Build procurement will follow a two-part RFQ/P process. An RFQ will be sent to all parties submitting a Letter of Interest. DB Entities are invited to submit a Statement of Qualifications (SOQ) to MPA in response to the RFQ. Complete instructions for the SOQ will be set forth in the RFQ.

It is strictly prohibited for any proponent to contact anyone else from Massport about this project from the time of this solicitation until award of the project to the successful proponent.
