PLAN South Boston Dorchester Avenue Transportation
REQUEST FOR PROPOSALS
The Boston Redevelopment Authority d/b/a Boston Planning & Development Agency (“BPDA”) is pleased to issue this Request for Proposals (“RFP”) for the PLAN South Boston Dorchester Avenue Transportation (hereinafter, the “Transportation Plan”) for consulting services to assist in developing improvements to the transit network in the Boston Seaport District. The BPDA is requesting proposals from respondents that have prior experience with transportation planning projects; transportation engineering; community engagement; and graphic design production. It is anticipated that the drafting of the Transportation Plan will take twelve (12) months to complete; however, the BPDA may, in its discretion, extend the time period for completion to eighteen (18) months. The budget for the Transportation Plan is Four Hundred Thousand Dollars ($400,000.00). RFP Availability: This RFP will be available starting at 9:00 A.M. on July 15, 2019, through download from the BPDA’s website (http://www.bostonplans.org). Click on ”Work with Us,” and click the ”Procurement” page for the PLAN South Boston Dorchester Avenue Transportation. The RFP will also be available from the Office of the Secretary, Boston Planning & Development Agency, One City Hall Square, Room 910, Boston, MA 02201-1007. Pre-Submission Respondent Conference: All respondents are invited to attend a pre-submission conference on July 19, 2019 at 2:00 PM at the BPDA, Boston City Hall, One City Hall Square, 9th Floor, Boston, MA 02201. Attendance at the pre-submission conference is not required, but attendance is encouraged. Proposal Submission Deadline: All responses to this RFP must be returned no later than 12:00 noon on August 9, 2019, to: Teresa Polhemus, Secretary, Boston Planning & Development Agency, One City Hall Square, Room 910, Boston, MA 02201-1007. Fee proposals must be submitted under separate cover and in a sealed envelope. absolutely no responses will be accepted after the due date and time. Inclusion & Equity: This RFP is open to any qualified [parties] who would like to respond. The BRA encourages participation from small, local, minority-owned, women-owned, and veteran-owned businesses. Rule for Award: The resulting contract will be awarded to the responsive and responsible respondent meeting the quality requirements, satisfying the minimum threshold criteria and submitting the most advantageous proposal, taking into consideration the comparative evaluation criteria, and the fee proposal. Respondents meeting the minimum threshold criteria and quality requirements will be interviewed as part of the evaluation process. The BPDA reserves the right to reject any or all bids and to waive any minor informalities. The award of this contract is subject to approval by the Boston Redevelopment Authority Board and is contingent on availability of funds.
