RFP for up to two licenses for public waterborne activities such as kayak, canoe, and/or paddleboard
REQUEST FOR PROPOSALS
The Boston Redevelopment Authority d/b/a Boston Planning & Development Agency (“BPDA”) is issuing a request for proposals (hereinafter “RFP(s)”) for up to two licenses for public waterborne activities such as kayak, canoe, and/or paddleboard at the following locations: (1) the Charlestown Navy Yard Waterfront and/or (2) the Little Mystic Channel Boat Ramp. The BPDA is looking for a partner or partners who have experience attracting diverse audiences to engage and interact with the water. The awarded license(s) will be for one (1) season during the summer/fall of 2019 (the “Initial Term”), with the BPDA holding two (2) successive seasonal extension options that may be exercised at the sole discretion of the BPDA. If exercised by the BPDA, the first option term would be during the summer/fall of 2020 (“the “2020 Season Term”); if exercised by the BPDA, the second option term would be during the summer/fall of 2021 (the “2021 Season Term.”) The monthly license fee payable to BPDA shall be either a flat monthly rent payment or a % of net revenue. Pre-Submission Respondent Conference Call: All respondents are invited to participate in a pre-submission conference call on July 25, 2019 at 1:00 PM, using the dial-in number (800) 220-9875 and access code 77674490. Participation in the pre-submission conference call is not required, but is encouraged. Proposal Submission Deadline: All responses to this RFP must be returned no later than 12:00 noon on Monday, August 6, 2019, to: Teresa Polhemus, Secretary, Boston Planning & Development Agency, One City Hall Square, Room 910, Boston, MA 02201-1007. Fee proposals must be submitted under separate cover and in a sealed envelope. Absolutely no responses will be accepted after the due date and time. Rule for Award: The resulting license agreement(s) for each location will be awarded to the responsive and responsible respondent(s) meeting the quality requirements, satisfying the minimum threshold criteria and submitting the most advantageous proposal, taking into consideration the comparative evaluation criteria, and the fee proposal. The BPDA reserves the right to reject any or all proposal responses to the RFP and to waive any minor informalities. The award of this contract is subject to approval by the Boston Redevelopment Authority Board and is contingent on availability of funds.
