SOLICITATION FOR CONSULTANT SERVICES

REQUEST FOR QUALIFICATIONS/PROPOSAL (RFQ/P)

The Massachusetts Bay Transportation Authority is soliciting Certified Public Accounting (CPA) Services to support the Capital Delivery Department, for work necessary to perform detailed audits of selected Professional Services Contracts. The services include, but are not limited to performing pre-audit evaluations, cost incurred audits, and/or post audits of Architect/Engineer/Consultant Contracts to determine the reasonableness of the cost of all charges and consistency with contract terms. Each respondent shall emphasize their ability to perform contract audits using Part 31 of the Federal Acquisition Regulations (FAR) as audit criteria: general experience in public and/or government auditing, professional qualifications and references. Included in the evaluation process will be the verification of credentials and stated experience. The total amount of $2,000,000.00 has been budgeted for this program. It is anticipated that up to four (4) entities may be contracted for the CPA services.

This contract will utilize Federal and State Funds. The DBE Participation Goal is zero percent (0%) of the total amount authorized; however, the Authority strongly encourages all qualified DBEs, MBEs and WBEs consultants to respond.
